A peer-to-peer connection refers to a network connection between two VPCs. You can use private IP addresses to communicate between two VPCs, just like two VPCs are in the same network. You can create a peering connection between the VPCs of your tenants, or you can create a peering connection between the VPCs of your tenants and the VPCs of other tenants in the same region.
